In this assessment, Ministry of Commerce conducted a comprehensive "physical examination" and quantitative evaluation on industrial base, technological innovation, regional driving, ecological environmental protection, and administrative efficiency and other indicators of all 219 National Economic and Technological Development Zones in China. It is an important measure to accelerate the formation of a high-quality development indicator system, evaluation system, and policy system so as to promote the transformation, upgrading, and innovation of the National Economic and Technological Development Zones.
The Ministry of Commerce pointed out that from the results of the evaluation, the National Economic and Technological Development Zones maintained a good development trend in general, and the main indicators have achieved progress while maintaining stability, significantly propelling the economic and social development. The National Economic and Technological Development Zones are featured by “Four improvements and one optimization”, which means the industrial base is strong and the quality and efficiency are continuously improved; the cultivation of innovation main body is accelerated; the innovation-driven development capability is enhanced; and the coordinated development situation is formed. What’s more, the regional driving ability is improved, energy conservation and emission reduction have scored achievements, and the level of green development is improved. The management level was gradually improved and the business environment was further optimized.
There are 21 in the eastern region in the top 30 National Economic and Technological Development Zones, 6 in the central region and 3 in the western region. Among the 30 national economic development zones, there are not only “Time-honored” National Economic and Technological Development Zone which was established at the early stage of reform and opening up and has been devoting themselves to reforming and leading the opening up over the past 40 years, but also the rising star that has just entered the ranks of the “national team” in recent years. There are not only the coastal National Economic and Technological Development Zones which focus on opening, innovation and resource allocation optimization, but also the Midwest and old northeast industrial base National Economic and Technological Development Zones that lay emphasis on learning, copying development models and undertaking industrial transfer and achieved remarkable results.
